He chooses a third path. He brokers an uneasy truce: the Tail will get two extra cars of living space, fresh protein blocks, and representation. In return, Layton will become the new Head of Security, hunting down the remnants of the old, truly sadistic First Class loyalists who refuse to accept change.

Layton discovers the truth: the murdered officer was part of a secret network selling drugs into the Tail. More importantly, the killer is a hero—a Tailie named , who is also Layton’s former lover. But before he can expose her, she reveals an even deeper secret: the resistance has a new plan. They’ve found a way to jam the train’s doors open simultaneously. A cramped, grey existence

Layton, Melanie, and the survivors of the Tail stand at the threshold of the station. Behind them, the Snowpiercer sits silent, a frozen steel serpent. Ahead, a narrow, warm tunnel descends into darkness. They don’t know what’s at the bottom. But for the first time in seven years, they have a choice. And one by one, they walk inside.

Layton is forced to choose. He can expose Melanie, causing the Jackboots to splinter and the train to descend into civil war, dooming everyone. Or he can help her maintain the lie and crush his own people. They live in fear of being "folded" –

The elite. They inhabit lavishly decorated cars: a sushi bar (using algae-based "fish"), a nightclub with hallucinogenic drugs, a library with leather-bound books, a sauna, and a garden car with real, growing flowers. They are cruel, decadent, and utterly convinced the train exists for their pleasure.
